About this opportunity

The Florida Department of Transportation (FDOT) District One is issuing an Invitation to Bid (ITB) for the SR 684 Cortez Road Automated Traffic Signal Performance Measures (ATSPM) and Connected Vehicle (CV) Upgrade project located in Polk County. This procurement seeks qualified contractors to upgrade vehicle detection systems, traffic signal controllers, signal controller cabinets, and ancillary hardware at seven signalized intersections along SR 684 and one intersection at US 41/301 Boulevard. Key deliverables include the installation of lane-by-lane vehicle detection systems, advance detection for all approach lanes, connected vehicle roadside units (RSUs), and configuration of detection zones on individual controller channels to enable ATSPM and CV data collection capabilities. All work must comply with FDOT Standard Specifications FY 2025-26, FDOT Standard Plans FY 2025-26, and the project's ITS Plans and Developmental Specifications. Bidders must be registered in the MyFloridaMarketPlace system and must possess general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, along with property damage insurance of at least $200,000 per occurrence. The bid submission deadline is May 26, 2026, at 9:00 AM, with public bid opening at 11:00 AM the same day and an intended award decision posted at 2:00 PM. No pre-bid conference will be held. Services are anticipated to commence on or about June 1, 2026, with active construction work limited to a maximum of 135 calendar days including testing.

All bidders must comply with federal and state requirements, including E-Verify registration, drug-free workplace certification, scrutinized companies list certifications, and proof of authorization to do business in Florida; no specific set-aside designations for disadvantaged enterprises are noted in the solicitation documents. The maximum contract amount is $700,000, structured with compensation milestones including 10% upon approval of shop drawings, 10% upon receipt of stockpiled materials exceeding 10% of contract value, 50% upon construction completion per intersection, 20% upon testing completion per intersection, and 10% upon final acceptance. A financial penalty of 5% of the maximum contract amount will be withheld for failure to deliver services within the specified timeframe. The department reserves the right to renew the contract for up to three years or the original contract term, whichever is longer, subject to satisfactory performance and fund availability. The project is funded through the Department and is subject to annual appropriations.
