About this opportunity

The Pennsylvania Department of Transportation (PennDOT) is requesting sealed bids for the SR 307 over Williams Bridge Reservoir Bridge Replacement, a federal-aid bridge replacement project in Lackawanna County, Roaring Brook Township, with bids due July 16, 2026. Prequalification is required for all bidders. Federal funding triggers Disadvantaged Business Enterprise (DBE) provisions, Buy America requirements under the Build America, Buy America Act, prevailing wage obligations, and Executive Order 11246 non-discrimination assurances.

The project consists of replacing an existing stone masonry arch culvert carrying SR 307 over Stafford Meadow Brook with a single-span prestressed concrete spread box beam bridge featuring four 11-foot lanes and 8-foot shoulders. Work includes roadway approach pavement reconstruction and shoulder widening, guide rail replacement, erosion and sediment control measures, signing and pavement marking, existing structure removal, two driveway relocations, and mill and overlay of SR 307. Construction will use staged construction maintaining one lane of traffic in each direction. The project location spans from approximately 4.4 miles north of SR 690 to approximately 2.4 miles south of Interstate I-81 (Section D53, Segments 0150–0180).

The estimated contract cost range is $2.5 million to $5 million, with bridge structure work comprising 33 percent of total contract costs. The anticipated Notice to Proceed is August 31, 2026, with a required completion date of September 27, 2028. Road User Liquidated Damages are $3,000 per day for failure to open SR 307 to unrestricted traffic by the completion date and $28,592 per day for failure to remove the detour within seven calendar days of implementation. Prevailing wage rates apply, with heavy construction rates required for bridge work and highway construction rates for approach work. All addenda are posted electronically through the Electronic Contract Management System (ECMS), and material certifications must be submitted electronically using DocuSign PDF forms.
