About this opportunity

Pennsylvania Department of Transportation (PennDOT) is soliciting bids for replacement of a steel pipe culvert on State Route 1022 over a tributary to Dubois Creek in Liberty Township, Susquehanna County, with bids due October 1, 2026 at 11:00 a.m. at the Commonwealth Keystone Building in Harrisburg. Prequalification is required for all bidders.

The scope is removal of the existing metal pipe culvert and installation of a precast reinforced concrete box culvert measuring 12 feet by 7 feet 6 inches to accommodate two lanes of traffic, with ancillary work including minor roadway grading, drainage improvements, guiderail installation, erosion and sediment control, and traffic management. The bid package spans 86 line items. State Route 1022 will be closed to traffic throughout construction, with an 11.3-mile detour route implemented.

The estimated project cost ranges from $1 million to $2.5 million, funded entirely with state funds (100 percent non-federal). The contract term runs from an anticipated start date of November 16, 2026 to required completion by October 1, 2027. Work is performed in Liberty Township, Susquehanna County, Pennsylvania.

Prevailing wage rates apply. The project incorporates multiple special provisions addressing Buy America and Build America requirements, equal employment opportunity compliance, diverse business requirements, right-to-know law compliance, and unmanned aircraft system prohibitions. Electronic Material Certifications must be submitted through PennDOT's Electronic Construction Management System (ECMS). Material prepayment is permitted under specified conditions, with stored material eligible for up to 90 percent payment if minimum storage periods and cost thresholds are met. Payment will be made on current estimates with retainage applied; final payment requires submission of certified payroll records, material certifications, and as-built documentation. No pre-bid meeting is scheduled.

Opportunity text

The Pennsylvania Department of Transportation (PennDOT) proposes to replace a steel pipe culvert on S.R. 1022 (Liberty Park Road) over a UNT to Dubois Creek in Liberty Township, Susquehanna County. The proposed structure will replace the existing metal pipe culvert on a similar alignment with a precast reinforced concrete box culvert that will accommodate two lanes of traffic. The proposed 12'-0" span by 7'-6" rise precast reinforced concrete box culvert will provide a larger hydraulic opening relative to the existing structure. Minor grading will be required along S.R. 1022 at the approaches to the structure as a result of the roadway reconstruction, drainage improvements, and guiderail installation. Due to the contextual restraints of the project site, S.R. 1022 will be closed to traffic throughout the duration of construction. An 11.3 mile detour route will be implemented for S.R. 1022.
