About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids on square sign posts and related hardware (item 2700000117) through a multistep competitive sealed bid reverse auction on the eBridge platform, with Phase 1 technical offers due September 23, 2026, Phase 2 pricing due September 29, 2026, and the online reverse auction event on September 30, 2026 at 11:00 AM ET. Reciprocal preference applies to Kentucky resident bidders under KRS 45.A.494; additional preferences are available to Kentucky Correctional Industries and qualified nonprofit entities.

The procurement encompasses 52 line items including tubular steel sign posts in lengths ranging from 8 to 16 feet and widths from 2 to 2.5 inches, anchor sleeves, soil stabilizer plates, slip base assemblies, Kleen Break coupler systems, fasteners, brackets, and reflective sign post facing materials in multiple colors. All products must comply with Kentucky Standard Specifications Section 832 for sign posts. Barrier wall mounting components must sustain 20 pounds per square foot of sign area and comply with ASTM A572 (structural steel), ASTM A307 (bolt materials), and ASTM A123 (galvanization). All steel components must be galvanized, with drilled holes and saw-cut edges ground smooth.

The resulting master agreement begins upon award and expires September 30, 2027, with four optional one-year renewal periods. Delivery is F.O.B. Destination throughout Kentucky within the guaranteed delivery period. Award is based on best value scoring: 95 points for price (lowest bidder receives maximum points) and 5 points for delivery time. Vendors must maintain Commercial General Liability Insurance of $1 million per occurrence/$2 million aggregate and Automobile Liability Insurance of $1 million per occurrence if performing delivery. The eBridge platform assesses a transaction fee of 2.5 percent of the final total purchase price, included in bid pricing. Vendor training on eBridge is scheduled for September 25 and 28, 2026.
