About this opportunity
The Borough of Doylestown, Bucks County, Pennsylvania is soliciting sealed bids for rehabilitation of its 1,000,000-gallon Spruce Street standpipe water storage tank, with a pre-bid site meeting and inspection on November 17, 2026 at 10:00 a.m. and bids due December 1, 2026 at 11:00 a.m. through PennBid. The project is partially funded by a Commonwealth Financing Authority grant under the PA Small Water and Sewer Program, and Pennsylvania Prevailing Wage Act requirements apply, with wage rates predefined by project classification. ARRO Consulting, Inc. provides engineering oversight.
Work includes interior and exterior abrasive blasting, priming, intermediate and finish coats, and containment with collection and disposal of wash water, spent abrasives, and debris. Foundation work exposes the concrete base 6 inches below grade, repairs grout, and applies CIM 1000 coating. Additional repairs cover base plates, overflow piping, roof rafters, and welds, along with replacement of shell and roof manholes, handrails, ladders, vents, and SCADA antenna and conduit work. The project comprises 22 line items priced on a combination of unit price and lump sum basis.
Bidders must submit a bid bond equal to 10% of the total base bid. The apparent successful bidder must provide performance and maintenance bonds and labor and material payment bonds, each equal to 100% of the contract amount. Workers' Compensation coverage of at least $100,000 per accident and General, Automobile, and Umbrella Liability insurance are required, with the Borough and Commonwealth Financing Authority named as additional insureds.
The contractor must commence work within seven days of receiving the Notice to Proceed and complete all work within 90 calendar days to avoid summer water supply disruptions. Liquidated damages of $250 per calendar day apply to delays beyond the 90-day deadline, with combined penalties and additional borough costs capped at $2,000 per day.
