About this opportunity

The state and local contract opportunity is for a SPRING, TORSION procurement issued by the Dallas Area Rapid Transit Authority (DART) in Dallas County, Texas. The solicitation was posted on December 11, 2025, with proposals due by December 18, 2025. Potential vendors must complete Bonfire registration to access detailed bidding information and must submit their responses through the platform's in-browser BidTable window. The procurement requires strict adherence to specific delivery and shipping terms, with all bids mandated to reflect FOB Destination shipping terms and include freight costs in the overall price. Vendors must understand that time and rate of deliveries are critical, and failure to meet specified delivery schedules could result in rejection and default termination by DART. Submission requirements include detailed invoice documentation with specific information such as purchase order number, item descriptions, quantities, unit prices, and extended totals.

While specific set-aside designations are not explicitly detailed in the provided documentation, vendors must meet certain compliance requirements, including not being on the Texas Comptroller's list of companies with foreign terrorist organization ties and verifying that they do not boycott Israel. The procurement follows DART's standard Net 30 payment terms, with invoices to be submitted electronically to APInvoices@dart.org. Vendors must provide commercial warranties and ensure supplies meet merchantable quality standards suitable for intended use. The document suggests compliance with equal opportunity provisions, though specific disadvantaged enterprise requirements are not clearly outlined. No incumbent vendor information or specific budget range was provided in the available documentation. Potential vendors should carefully review the attached Purchase Order Terms and Conditions PDF for comprehensive procurement details and requirements.

DART does not typically accept FOB Origin or Prepay and Add terms. **Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.* **Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
