About this opportunity

The South Dakota Department of Public Safety Wildland Fire Division (SDWF) has issued a Request for Proposal (RFP) for the Spring Canyon Fuels Reduction project located near Rapid City in Pennington County. The procurement seeks qualified contractors to perform hazardous fuels reduction treatment on approximately 100 acres of property, with specific focus on selective tree removal targeting ponderosa pine, spruce, cedar, and juniper trees 10-inches in diameter or smaller. The primary objective is to mitigate wildfire threats by achieving an average 25-foot spacing between trees, involving tree thinning, vegetation management, and strategic slash disposal through methods like chipping, mulching, or burning. Contractors will be evaluated based on multiple criteria, with cost per acre weighted at 25% and proposed performance methods weighted at 20%, alongside considerations of personnel expertise, project experience, availability, timeline, and biomass utilization capabilities. Key dates include site visits scheduled for July 1 and July 8, 2025, with proposals due by July 29, 2025, at 12:00 PM MST, and an anticipated contract award date of August 1, 2025. Interested contractors must submit inquiries via email to Brittany Seidl at brittany.seidl@state.sd.us with the subject line "RFP #25RFP15461" and are advised that the contract duration will be two and a half years with potential renewal options.

The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Contractors will have salvage rights to offset project costs, with all removed materials for biomass utilization provided at no cost to the landowner. The State reserves the right to suspend activities due to potential environmental concerns such as insect infestation or endangered species protection. The contract will be awarded through a negotiation process with the highest-ranked offeror, with the possibility of multiple contractors being selected. While specific budget ranges are not detailed in the provided documents, the project involves comprehensive land management with environmental conservation objectives. Contractors will be required to adhere to environmental best practices and manage the fuels reduction treatment with minimal ecological disruption. The project area, as depicted in the Spring Canyon Project Map, shows a complex 100-acre parcel with varied terrain including forested and meadow landscapes, suggesting a nuanced approach to vegetation management will be necessary.
