About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the Northeast District located in Marion County, is conducting a Single Feasible Source (SFS) procurement for spreader chain fabrication materials. The solicitation, numbered SFS605NE20001102, seeks specialized components including D667X unpainted pintle chain and D667XC attachment links with pins and keys. Baum Hydraulics has been determined as the sole vendor capable of providing these proprietary materials, based on previous procurement attempts that resulted in no alternative vendor responses. The solicitation period runs from November 5, 2019, to November 12, 2019, with delivery required to the MoDOT NE District Hannibal MT Building located at 1711G Highway 61 South in Hannibal, Missouri. Vendors can submit responses electronically through the MissouriBUYS eProcurement system or via hard copy, with payment terms set at net 30 days upon completion of all deliveries and receipt of a correct invoice.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises or other restricted vendor categories. Baum Hydraulics is currently the incumbent and identified as the single feasible source vendor for these specialized materials. The single feasible source determination is justified under Missouri Code of State Regulation 7 CSR 10-11.020, which allows for such procurement when supplies are proprietary or when past procurement experience indicates only one distributor can service the region. While no specific total contract value is explicitly stated, the solicitation indicates the procurement will be in effect through the current fiscal year (FY20) ending June 30, 2020. MoDOT has indicated it will continue to monitor the market for potential developing competition and reserves the right to rescind the single feasible source determination if alternative vendors become available.

Opportunity text

The MoDOT Northeast District requires spreader chain fabrication materials, such as D667X unpainted pintle chain and D667XC attachment links with pins and keys. In the past, Baum Hydraulics has been the single feasible source for these spreader chain fabrication materials. This SFS justification is the result of past previous solicitations attempts, which resulted in no responses from any other vendors which could supply compatible parts and supplies. This SFS posting will be in effect for our current fiscal year (FY20 - through June 30, 2020).
