The Oregon Department of Transportation (ODOT) is soliciting bids for drilling and sampling services supporting four coastal landslide geotechnical subsurface investigations under ITB #S-73000-00017948, with bids due October 13, 2026 and electronic public bid opening via Microsoft Teams immediately following the deadline.

The scope encompasses drilling (4-inch Hollow Stem Auger to 125 feet and HQ3 coring to 280 feet), Standard Penetration Tests and Modified California Penetration Tests (60 each), Shelby tube sampling (15 samples), drum collection for non-contaminated and contaminated materials, piezometer and inclinometer installation (405 feet), monument installation (4 monuments), geotechnical hole reports (4 reports), and stand-by time (16 hours). Work is located at four sites on Oregon coastal highways: Highway 26 Milepost 13.3, US 101 Milepost 133.2 (Johnson Creek landslide), US 101 Milepost 343.5–343.7 (Hooskanaden landslide), and US 101 Milepost 310.7–310.9 (Reainhart landslide). The project requires coordination with Oregon State University to ensure all parties are present on-site; no work occurs on holidays, though weekend work may be scheduled. Final completion is November 17, 2027. The contract is federally funded under Federal Aid Number PR 09 (001) and subject to Buy America, Cargo Preference Act, and FHWA Form 1273 requirements. DBE reporting applies, though no participation goal is assigned.

Bidders must provide a minimum of three years' experience in similar services, three references from contracts completed within the last three years, and submit pricing on a firm fixed-unit-price basis. Bid prices remain firm for one year. Compensation is based on actual quantities procured, which may differ from estimated quantities in the pricing form. Insurance requirements include $1,000,000 per occurrence / $2,000,000 annual aggregate Commercial General Liability, $1,000,000 combined single limit Automobile Liability, and Oregon statutory Workers' Compensation coverage. Contracts anticipated to exceed $150,000 must include written policies preventing sexual harassment and discrimination. ODOT withholds up to 5 percent retainage from monthly invoices and issues notices of intent to award within five business days of bid opening, with a seven-calendar-day protest period. All required award documents (certificates of insurance, W-9, business registry, Responsibility Inquiry form, Debarment Certification) must be submitted within five business days of intent to award before work commences.
