About this opportunity

The State of North Carolina Department of Administration, State Property Office, Leasing Section is seeking proposals for a ten-year lease of approximately 7,283 net usable square feet of combined office and warehouse space for the North Carolina Education Lottery Greenville District office in Pitt County. The space must be suitable for possession by July 1, 2026, and must accommodate staff operations, claims processing, secure storage, and public lobby areas. Proposers must submit electronically through the North Carolina eProcurement Electronic Vendor Portal (eVP) by 4:00 PM ET on March 30, 2026, with comprehensive specifications including HVAC systems maintaining temperatures between 68–76°F, a minimum of 65 electrical duplex outlets with dedicated circuits, 12 security cameras, 30 telecommunications outlets, designated parking for 12 clientele and 14 employee vehicles, and compliance with the Americans with Disabilities Act and State Building Code requirements. Proposers must submit pricing on a net square footage basis, with the option to include or exclude utilities and janitorial services; standardized costs will be applied for comparison purposes if these services are excluded (utilities at $1.50 per square foot, janitorial at $1.00 per square foot, and water/sewer at $0.17 per square foot). The initial lease term is ten years with two optional five-year renewal periods, and the State will evaluate all relevant factors including moving costs and additional expenses such as furniture, IT, and security. Annual rental rates with indeterminable percentage increases such as uncapped Consumer Price Index adjustments are not acceptable. A proposers' meeting may be required following the initial proposal deadline if the annual rental exceeds $150,000, and site visits and final inspections will be conducted by a State-selected inspector prior to lease execution.

The State encourages participation from Historically Underutilized Businesses (HUBs) and gives preference to proposals featuring "green building" designations and buildings designated by the North Carolina Historical Commission as having historic significance. All proposers must certify that the proposed building is free of hazardous asbestos and hazardous lead paint, comply with local and state building codes and OSHA requirements, and confirm compliance with the Americans with Disabilities Act of 1990. Lessor responsibilities include all partitions, demolition, upfitting costs, building and grounds maintenance, property taxes, insurance, and compliance with applicable regulations. Proposers must acknowledge compliance with state gift restrictions per N.C.G.S. 133-32 and Executive Order 24. No specific incumbent vendor or award value range is listed in the solicitation documentation. The State reserves the right to reject any proposal and will not reimburse proposers for preparation expenses.
