About this opportunity
Volusia County Water Resources & Utilities is requesting competitive bids on a split case centrifugal pump replacement—pump, motor, and base plate assembly as a like-for-like unit—under IFB #26-B-103LS, with questions due June 24, 2026, proposals due July 8, 2026 at 3:00 p.m., and award to the lowest responsive and responsible bidder based on total cost including freight.
Local preference applies: a 3% discount to qualified local businesses with documented permanent locations in specified counties for at least six months prior to bid closing, or a 2% preference if subcontractors performing 51% or greater of the work qualify as local. Bidders must submit a completed Prime/Subcontractor Form identifying all subcontractors, their work scopes, dollar values, and percentages; failure to complete and return this form results in a non-responsive bid.
The replacement unit must match the existing Crane Deming pump (Product 5064, Serial DC1269508) with 10 x 8 x 17 A size, 15.25-inch diameter, BF type, right-hand rotation, 2,000 GPM at 180 feet of head, paired with a replacement motor matching the existing Baldor Super E Severe Duty specification (125 HP, 144 Amps, 460 Volts, 60 Hz, 444T frame, 1785 RPM, 3-phase). Delivery is FOB destination to 3151 East New York Avenue, DeLand, Florida 32724.
Bidders must maintain current licenses and certifications, comply with all federal and state employment and immigration laws, and carry workers' compensation (Florida statutory limits with subrogation waiver), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate with County named as additional insured), and motor vehicle liability ($1,000,000 combined single limit). Evaluation criteria include past performance (three references from similar projects within the last three years), technical compliance, and financial stability. The resulting agreement is awarded for an initial one-year term with no renewal options, contingent on mutual written agreement and County Council approval. Payment terms provide full remittance within 45 business days of invoice. Contractors must submit a Human Trafficking Attestation prior to contract execution.
