Bid prices remain fixed for 60 calendar days after submission. Before work begins, the awardee must provide 100% performance and payment bonds. Invoices require before-and-after photographs with GPS coordinates and dates, material-source documentation from quarries or commercial suppliers, and haul-off location records. Final invoicing must arrive as a single transmission with all supporting documentation. Payment depends on work completion, documentation reconciliation by the Grants Management Team, and Fiscal Court approval.
