About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, issued a Request for Proposal (RFP) on April 15, 2026, seeking qualified vendors to furnish, operate, and support mobile speed enforcement camera trailers authorized under Kentucky House Bill 664 (the Jared Lee Helton Act of 2025). The Commonwealth requires a minimum of twelve trailers with options to procure up to twelve additional units for deployment in highway work zones statewide. Each trailer must include speed detection sensors (radar, lidar, or equivalent) accurate to within 2 mph, high-resolution imaging systems for rear license plate capture, integrated illumination, dual operational modes (enforcement and data collection), secure encrypted communications, automated time/date/location stamping, independent solar and battery power for seven-day deployments, tamper-resistant enclosures, remote monitoring portals, and annual calibration documentation. The RFP closing date was April 24, 2026, at 1:30 p.m. Eastern Time, with written questions due by April 12, 2026, at 4:30 p.m. and Commonwealth responses provided by April 15, 2026. The tentative award date is May 15, 2026, with the initial Master Agreement period running from award through May 31, 2028, and three optional one-year renewal periods available. Proposals are evaluated on a maximum of 1,100 points: 700 points for technical criteria (system reliability and accuracy, legal compliance, experience in other jurisdictions, technical description, delivery schedule, data management and cybersecurity protocols, and maintenance/support availability), 300 points for cost, and up to 100 points for oral demonstrations, with proposals scoring below 50 percent of maximum technical points eliminated from consideration. All responses must be submitted electronically through the Kentucky Vendor Self Service e-procurement system.

The Commonwealth established a 0 percent Disadvantaged Business Enterprise (DBE) goal, requiring DBE certification but not Minority Business Enterprise forms. The procurement is funded through Federal Highway Administration participation and must comply with Buy America and Build America, Buy America Act requirements, including domestic sourcing of steel, iron, construction materials, and manufactured products; temporary traffic control devices are exempt from these provisions. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile liability and workers' compensation insurance as applicable, with the Commonwealth named as additional insured. Pricing is submitted on the provided Cost Proposal Form for three service categories: daily deployment (100 days estimated), weekly deployment (100 weeks estimated), and monthly deployment (120 months estimated), with the Commonwealth tax-exempt from federal excise tax and Kentucky sales or use tax. The vendor assumes full responsibility for all deliveries, freight charges, and placement of trailers at multiple drop-off locations statewide as determined by KYTC. For technical questions regarding this solicitation, vendors should contact Laura Hagan at the KYTC Division of Purchases at 502-782-3980 or Laura.Hagan@ky.gov.
