About this opportunity

The Kentucky Transportation Cabinet's Division of Purchases, on behalf of the Department of Highways, issued RFP 605 2600000402 for the procurement of mobile speed enforcement camera trailers. The solicitation seeks qualified vendors to furnish, operate, and support a minimum of twelve trailers with options to expand up to twelve additional units based on Cabinet needs and funding availability. Each trailer must be equipped with speed detection sensors (radar, lidar, or equivalent technology) accurate within 2 mph, high-resolution imaging systems capable of capturing rear license plates in day and nighttime conditions, integrated illumination systems, automated metadata stamping, secure encrypted communications, independent solar power systems supporting 7-day deployments, tamper-resistant enclosures, remote monitoring portals, and onboard event logging. The system must operate in both Enforcement and Data Collection modes with real-time violation relay capabilities and comply with KRS 189.2326 and HB 664 (2025 Regular Session). Written questions are due by April 12, 2026, at 4:30 PM, with Commonwealth responses posted by April 15, 2026, and proposals are due electronically by April 24, 2026, at 1:30 PM Eastern Time. The evaluation criteria include technical proposal scoring (700 maximum points) with pass/fail requirements for radar/lidar system reliability and legal compliance, scored criteria for experience, technical description, delivery timeline, data management and cybersecurity, and maintenance planning; cost proposal scoring (300 maximum points); and optional oral presentations and demonstrations (100 maximum points), with proposals scoring below 350 technical points deemed ineligible for further consideration.

The Master Agreement will be for an initial period from award through May 31, 2028, with three optional one-year renewal periods available with written approval of both vendor and the KYTC Division of Purchases, with a tentative award date of May 15, 2026. No disadvantaged business enterprise (DBE) set-aside has been established for this contract, which is funded by the Federal Highway Administration and requires compliance with Buy America provisions, Build America Buy America Act requirements, Davis-Bacon wage determinations, FHWA 1273 clauses, and prohibitions on equipment from Huawei, ZTE, Hytera Communications, Hikvision, and Dahua. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance ($1,000,000 per occurrence combined single limit) if delivery or on-site services are provided, and Kentucky Workers' Compensation Insurance as applicable. Bidders must submit pricing for three line items: daily deployment (100 days estimated), weekly deployment (100 weeks estimated), and monthly deployment (120 months estimated), with all unit costs entered as $0.01 in the e-procurement system. All offers are F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipping costs and freight claims, and the Commonwealth is tax-exempt and will not reimburse Federal Excise Tax or Kentucky Sales/Use Tax.
