About this opportunity
Jefferson County Purchasing Department in New York is requesting proposals for speech therapy services to support the Jefferson County Public Health Service under RFP 26-93, with proposals due November 10, 2026 at 3:00 PM EST. All bidders must comply with New York State sanctions certification under Section 103-g of the General Municipal Law attesting non-investment in Iran, with limited exceptions available on a case-by-case basis.
The scope covers evaluation, treatment, and rehabilitation services for patients with speech, voice, language, and swallowing difficulties. Services are delivered through in-person home visits or two-way audio-video telecommunication as determined by the public health department. Proposals must specify an hourly rate per speech therapist, with costs extended through optional renewal years. The contractor must comply with New York State Education Law Article 159, NYCRR Parts 75, 700.2, and 763.13, and federal home health agency participation conditions. Insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000/$2,000,000 limits), Business Automobile Liability ($1,000,000), and Professional Liability ($2,000,000 aggregate / $1,000,000 per claim).
The initial contract term is three years from the date of award with an option to renew for an additional two years, not to exceed five years total. Notice of renewal intent will be provided generally within 90 days prior to contract expiration. Payment is made within 30 days of invoice receipt based on monthly itemized invoices detailing services provided, dates, applicable rates, and amounts due. The County reserves the right to cancel the contract without cause with 30 days' notice and may terminate immediately for unsatisfactory performance or default.
Evaluation criteria include technical response, proposer experience, project management capabilities, service quality and cost reasonableness, and the proposed fee. Bidders who do not submit a proposal must return a Non-Bidders Response form to the Jefferson County Purchasing Director at 195 Arsenal Street, Watertown, New York 13601 by fax to 315-785-7591 or face removal from the county's bidder lists.
