About this opportunity
Florida Keys Electric Cooperative Association, Inc. (FKEC) is soliciting proposals for a Master Service Agreement to provide surveying services on an as-needed basis, with proposals due July 28, 2026 at 2:00 p.m. under FKEC Bid #26-13. The bid due date was extended from July 21 to July 28 via Addendum 1.
The scope encompasses utility surveys and mapping, boundary and easement surveys, pre-construction layout surveys, as-built surveys, GPS surveys, GIS mapping, property surveys, digital base maps, wetland delineation surveys, hydrographic surveys, flood insurance certificates, and Lidar mapping. The contractor must provide all labor, equipment, incidental materials, and services necessary to complete work as specified in individual Requests for Services issued by FKEC. Compensation is structured on a time-and-materials or time-and-equipment basis, with hourly rates for professional surveyors, surveyor laborers, and administrative/CAD personnel, plus flat rates for specific services such as utility easement sketches, construction staking, property corner location and staking, and as-built surveys. Rates are submitted separately for 2026, 2027, 2028, and 2029. Materials are charged on an actual cost basis without markup. Large equipment is paid only for actual use time, not standby time.
The Master Service Agreement runs through July 31, 2029. FKEC reserves the right to award to more than one respondent and to an offeror other than the lowest-priced. Evaluation weights 40 points for firm and staff qualifications, 20 points for past performance, and 40 points for cost. Questions were due July 21, 2026. Site visits are available upon request. If subcontracting is proposed, the contractor must take affirmative steps to solicit small and minority businesses, women's business enterprises, and labor surplus area firms. Contracts exceeding $250,000 may require performance and payment bonds. The agreement is subject to 2 C.F.R. Part 200, including debarment certification, anti-lobbying compliance for awards of $100,000 or more, and domestic preference for U.S.-produced materials.
