About this opportunity
Florida Keys Electric Cooperative Association, Inc. (FKEC) is requesting proposals for engineering, procuring, and constructing a new double-walled vehicle fuel tank system at its Marathon facility, 3421 Overseas Highway, Marathon, Florida, with proposals due September 2, 2026 by 2:00 p.m. This is a FEMA-funded, turn-key project subject to Federal procurement regulations under 2 C.F.R. Part 200.
The scope requires installation of a 4,000-gallon double-walled tank (2,000 gallons gasoline and 2,000 gallons diesel in a single tank or two separate tanks subject to FKEC approval) with new dispensers and connecting piping, replacing an existing tank farm. The project encompasses survey work, engineering, permitting, civil and structural planning, mechanical and electrical work, removal of existing tank farm infrastructure including concrete tank-farm walls, plugging and abandonment of two injection wells, and compliance testing. All designs must account for storm surge and wind exposure, given the site's proximity to storm drains, a former generation plant, and Boot Key Harbor. The resulting contract will be Firm Fixed Price, with anticipated commencement January 2, 2027 and completion by December 1, 2027.
Evaluation weighting is Qualifications of Firm and Staff (20 percent), Work Plan and Materials/Design Proposed (30 percent), and Cost Proposal (50 percent). Award is not necessarily to the lowest-cost bidder. A bid guarantee bond of 5 percent of the "not to exceed" bid price is required. Contractors must demonstrate small and minority business outreach if subcontracting. All proposals require certifications regarding debarment, lobbying, drug-free workplace status, and public entity crimes. Written questions are due August 26, 2026. Site visits are available upon request by emailing procurement@fkec.com. FKEC reserves the right to award multiple contracts, reject any or all proposals, and cancel the solicitation prior to execution.
Opportunity text
Florida Keys Electric Cooperative Association, Inc. (FKEC) is in the process of removing an existing tank farm of above ground storage tanks (AST), except the AST 4,000 gallon vehicle fuel tank which will remain until after all services in this bid are complete, at which time FKEC will remove the vehicle fuel tank and tank farm walls leaving the concrete floor with no remaining sumps. FKEC is seeking proposals to engineer, procure and install a new double walled gasoline (2,000 gallons) and diesel (2,000 gallons) vehicle fuel AST (total of 4,000 gallon tank) and replace the existing vehicle fuel gasoline & diesel dispenser and connecting piping at 3421 Overseas Highway Marathon, FL 33050. An alternative of two separate tanks totaling the same volume is acceptable but only if FKEC approves of the overall design, which would comply with all requirements of this scope. This scope is for a 100% turn-key project to include all survey work, engineering, permitting, material specification, compliance and civil planning, structural, mechanical and electrical work to complete all the services below needed to achieve a final tank, piping, and dispenser for vehicle fuel. This location and project will be to support an electric utilitys critical operations for any future storm recovery, and such all designs will need to account for the possible storm surge and wind zone as applicable to ensure the facilities installed will be functional after a storm. This site is adjacent to storm drains, a former generation plant, and Boot Key Harbor (navigable water). Proposals will need to include all needed services to design and document the removal of an existing tank farm with gasoline, oil, and diesel tanks shown on the attached drawing, removing the concrete tank farm wall along the perimeter of the tank farm, leaving the concrete floor of the tank farm area, removing/filling the sump areas with concrete including the one for the existing vehicle fuel dispenser that requires a pump to remove rain water, and replacing the existing vehicle fuel dispenser and associated piping for the dispenser and tank filling from a tanker truck. FKEC will remove the tanks, but the engineer will need to account for the changes in their design of the new site. The site with the new double wall tank installed is preferred to be designed to not have any area which would gather rainwater that would need to be pumped/removed. There are two 90 deep injection wells in the project area as shown on the project drawings for a former generation cooling water system that will need to be retired. The Engineer will need to plan for their plugging and abandonment permit from Florida Department of Environmental Protection (FDEP) as well as performing the work by a FDEP certified professional to properly plug and seal the two injection wells. An architect or engineer will be required to sign and seal all drawings needed for FDEP compliance and to permit the entire project scope from all required agencies. The new tank design will need to include the tank, support structure, foundation, platform access the top of the tank to verify tank level during deliveries and perform maintenance on tank equipment, all valving, vents, piping to support dispenser use & refill deliveries, all safety signage and compliance designs (including compliance paint colors) to support this work scope. All civil, mechanical and electrical work for the E-stop, leak detection, pump, alarms, sensors, monitoring, dispensing, and compliance testing configuration considerations also need to be included in the proposal, including all construction & installation to complete the design, except removal of one 4,000 gallon tank. It is preferred to make any adjustments to the design which will lower the maintenance requirements of the overall system within the design of this project. Proposed site survey will need to reflect current site conditions on existing lot coverage, open space, and stormwater management requirements so any new site plan will be compliant with all safety, compliance, and environmental regulations and requirements. The new dispenser location will need to be installed in the same location as the existing dispenser. The new tank location should be located near the new dispenser and the tank filling location/spill box located close by. The new equipment & tank design will need to account for the heavy salt from the sea winds for all components, including UL fire protection requirements, environmental compliance requirements of all components, condensation within the fuel area, and maintenance requirements of typical tank and piping materials like steel when installed in a coastal location. Stainless steel or hot-dipped galvanizing is preferred on all material when exposed to ambient air. This includes the tank, piping, fittings, and all items that will require maintenance due to salt air. Any installed piping should be installed above ground and not contact the ground.
