About this opportunity

Halifax Electric Membership Corporation (HEMC), serving approximately 12,000 members across four North Carolina counties, has issued a Request for Proposal (RFP) for distribution and transmission storm relief crews to respond to damage from hurricanes, ice storms, and tornados during the 2026-2028 contract period. The procurement seeks qualified contractors capable of providing emergency response crews that can be activated on an as-needed basis by HEMC. Proposal submissions are due by 2:00 p.m. on December 12, 2025, through the VendorLink portal, with a question submission deadline of December 10, 2025. Contractors must submit detailed proposals including hourly rates for line workers at regular, overtime, and double-time rates, equipment availability, standby rate calculations, and comprehensive insurance documentation. The evaluation will be based on a weighted selection criteria: Qualifications of the Contractor (20 points), Availability (25 points), Relevant Past Performance (35 points), and Cost Proposal (20 points). Proposals must include a title page, table of contents, signed cover letter, firm overview, expertise statement, and at least three client references from comparable projects within the past five years.

The RFP does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. HEMC has already awarded contracts to five vendors: C-Phase Services, LLC; Lee Electrical Construction, LLC; Osmose Pike Electric, LLC; River City Construction, Inc.; and TRC Engineers. The contract structure allows for maximum flexibility, with no guaranteed minimum work volumes and a maximum ceiling price of one million dollars for all services under the agreement. Contractors must maintain comprehensive insurance coverage, including $1,000,000 per occurrence general liability, $2,000,000 excess liability, $1,000,000 automobile liability, and statutory workers' compensation. Price adjustments are permitted annually on January 1st, limited to the lesser of a fixed percentage submitted by the provider or the Consumer Price Index for the preceding twelve months. The agreement becomes effective on March 1, 2024, and continues through December 31, 2028, with HEMC retaining the right to terminate the agreement or individual service exhibits at any time with written notice.
