About this opportunity
The Virginia Department of Transportation is requesting bids for specialty mowing, mechanical edging, string trimming, and litter removal services on Primary and Secondary Routes within VDOT's Richmond District Chesterfield Residency covering Amelia, Chesterfield, and Powhatan counties, with bids due October 26, 2026 at 9:00 a.m. EDT and an optional virtual pre-bid conference on October 14 at 10:00 a.m. EDT.
Bidders not certified as small businesses by the Department of Small Business and Supplier Diversity must submit a Small Business Subcontracting Plan identifying subcontracted portions to certified small businesses. The Commonwealth awards to the lowest responsive and responsible bidder on a Grand Total basis.
Scope comprises eight mowing and litter removal cycles annually and one mechanical edging cycle per year across designated VDOT right-of-way acreage. Mowing must be performed with zero-turn equipment to a uniform height of four to six inches without scalping, completed within 45 calendar days per cycle. All costs for traffic control, debris removal, equipment maintenance, and personnel are included in the bid price. Bidders submit firm unit prices per acre for mowing and litter removal and per linear foot for mechanical edging; prices remain fixed regardless of vegetation height, condition, or effort required.
The contract term is one year from date of award with renewal options. Contractors must comply with prevailing wage rates as determined by the Virginia Commissioner of Labor and Industry, maintain minimum insurance coverage including Workers' Compensation (statutory), Employer's Liability ($100,000), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Automobile Liability ($1,000,000). E-Verify program participation is required for employers with over 50 employees on contracts exceeding $50,000. Bidders must also comply with Virginia Code Red Ozone Days provisions. Questions are due October 19 at 5:00 p.m. EDT to Contract Officer Cheryl Lewis. The Commonwealth reserves the right to cancel with 60 days' written notice and to perform mowing operations independently without contractor compensation for those acres.
