About this opportunity

The Texas Military Department is soliciting sealed bids for statewide special waste removal services under IFB TMD26-ENV-0042807, with bids due August 21, 2026 at 2:00 p.m. CST.

The scope encompasses removal, transportation, disposal, and recycling of special wastes including wash racks, grit traps, oil water separators, used oil, off-spec fuel, antifreeze/coolant, and filters at military sites across Texas. Services include pumping, equipment cleanouts, waste profiling and analysis, and containerized waste removal, all performed in compliance with federal, state, and local environmental, health, and safety regulations. The service area is defined by the Highway District Map (Attachment 5).

The contract operates on a no minimum, as-needed basis with pricing submitted on a firm fixed-price basis using the mandatory pricing schedule (Attachment G.3). Unit prices govern in case of extension errors. All costs, fees, licenses, and expenses are included in the bid price as the contractor's sole compensation. The initial term is one year from the effective date with three optional one-year renewal periods at TMD's sole discretion.

Respondents must obtain minimum insurance coverage: Workers' Compensation at statutory limits; Commercial General Liability at $1 million per occurrence and $2 million aggregate; Automobile Liability at $500,000 combined single limit; Umbrella/Excess Liability at $1 million per occurrence; Commercial Crime at $50,000; and Professional Liability at $1 million per occurrence and $2 million annual aggregate. Respondents must register for a Texas Identification Number (AP-152 form) and authorize direct deposit for payments.

Evaluation criteria include price, specification compliance, delivery timeframe, past vendor performance, financial resources, and ability to perform. Responses remain valid for 120 days. TMD will evaluate responses without discussion unless it elects otherwise. Questions are due August 14, 2026. The solicitation was posted to the Electronic State Business Daily on August 12, 2026.
