About this opportunity

The Wexford-Missaukee Intermediate School District issued this sealed competitive bid procurement for a complete roof replacement project at their Special Services Building located at 9901 E. 13th Street, Cadillac, Michigan 49601. The scope of work includes removal and replacement of the entire asphalt shingle roof using CertainTeed Landmark Premium shingles (300 pounds per square) installed over CertainTeed WinterGuard underlayment, installation of new ridge and hip vents, replacement of damaged wood sheathing, installation of new aluminum drip edge, and installation of 23 roof vents at existing locations. Bids were required as a single lump sum proposal covering all work and trades, with asbestos abatement costs broken out separately within the base bid. The architect of record is The DK Design Group. A pre-bid meeting was held on Thursday, May 6, 2021, at 2:30 PM at the project site. Bids were due by 3:30 PM local time on Friday, May 14, 2021, submitted via email in PDF format to kbontekoe@wmisd.org and copied to dean@dkdesign.cc, with hard copies to follow by mail by Wednesday, May 19, 2021. The project was scheduled to commence on June 21, 2021, with substantial completion by August 13, 2021. Evaluation will be based on price and other factors deemed advantageous to the Owner, and bid proposals remain firm for 60 days after the receipt deadline. Contract documents were available for purchase from The DK Design Group for a nonrefundable $20 fee or as electronic PDF files.

Contractors must be licensed or authorized by federal, state, and local authorities and must comply with all applicable tax and employment laws; no specific set-aside designations or restrictions for disadvantaged enterprises were indicated in the bid package. Performance and Payment Bonds equal to 100 percent of the contract sum are required, though no bid bond is required. Payment terms specify 90 percent of certified amounts with 10 percent retained until final completion, though the Owner may elect to pay 95 percent after 50 percent completion if performance warrants. The project deliverables include shop drawings, warranty documentation (including CertainTeed's Lifetime Limited Warranty for shingles), field quality control inspection records, comprehensive cleanup, final completion documentation including as-built drawings, and maintenance instructions prior to final payment. The Owner reserves the right to accept or reject any or all bids in whole or part and to waive irregularities. No incumbent vendor or budget range was specified in the available procurement documents.
