About this opportunity
The California Department of Water Resources is soliciting bids for radial gates maintenance and repair work at the Thermalito Power Canal Headworks in Oroville, Butte County, under Specification 23-01 and Contract C51638, with bids due July 8, 2026. A Class A contractor's license is required. Prospective bidders must register as planholders or bidders by emailing DOE_SPECS@WATER.CA.GOV.
The work encompasses Phase III structural repairs: fabrication and installation of stainless steel brackets A and B; filling an existing gap above bay 3 breastwall with non-shrink grout; repairing concrete spalling at the bay 1 abutment wall; and repairing concrete cracking at the bay 3 breastwall. The estimated cost range is $215,000 to $250,000. Bidders must complete and submit a Safety Prequalification Questionnaire no later than five days before the bid opening. The questionnaire evaluates general information, safety and health performance, workers' compensation experience modification rates, lost workday incidence rates and citation history, safety policies and procedures, and contractor certification. Contractors with an Experience Modification Rate (EMR) exceeding 1.25 or incident rates exceeding 100 percent of industry averages must provide a full-time competent safety professional at their own expense. Contractors must submit three years of workers' compensation data, OSHA incident rates, and regulatory citation information. Compliance with California Cal/OSHA requirements — including written injury and illness prevention programs, hazard communication procedures, emergency action plans, and regular safety training — is mandatory.
Access to project specifications and site information is governed by a Non-Disclosure Agreement compliant with Federal Energy Regulatory Commission Orders 630, 630-A, 649, 662, and 683 regarding Critical Energy Infrastructure Information.
