About this opportunity
The California Department of Public Health (CDPH), through its Women, Infants, and Children (WIC) Division, is soliciting bids from manufacturers for a soy-based infant formula rebate contract via Invitation for Bid (IFB #25-10121). The procurement seeks a manufacturer to supply iron-fortified soy-based infant formula in three forms: liquid concentrate, powder, and ready-to-feed, to be distributed through WIC authorized vendors. Key deliverables include providing formula to vendors and offering a rebate to the state for each container purchased by WIC participants using an EBT card. The contract will run from August 1, 2025, through July 31, 2030, with bids due by April 17, 2025, at 2:00 PM PDT and a bid opening at 3:30 PM PDT the same day. Evaluation criteria will focus on the lowest total net cost per month to the state, with current monthly usage estimated at approximately 45 units of concentrate and 2,524 units of powder formula. Bidders must demonstrate nationwide wholesale distribution capabilities, maintain compliance with food safety regulations, and provide detailed pricing information including manufacturer's lowest national wholesale price and proposed rebate amounts per container.
The solicitation does not explicitly indicate specific set-aside designations, though small business preferences may potentially apply. Bidders must be infant formula manufacturers with the capability to supply formula nationwide and maintain robust distribution networks to ensure statewide availability through WIC authorized vendors. The contractor will be responsible for managing emergency situations, potential recalls, and supply chain disruptions that could impact formula availability. While specific budget ranges are not explicitly stated, the contract will involve substantial financial transactions, including rebates and wholesale pricing mechanisms. Manufacturers must submit comprehensive product information, including UPC codes, unit sizes, reconstituted ounces, and wholesale pricing details. The successful bidder will be required to provide formula for infants in different age categories (0-3 months, 4-5 months, and 6-11 months), supporting both fully formula-fed and partially breastfed infant populations. A Notice of Award is anticipated to be issued by April 21, 2025, marking the culmination of this competitive procurement process.
