About this opportunity

The St. Johns River Water Management District is seeking qualifications from experienced firms to develop a density-dependent numerical model to predict changes in groundwater levels, spring discharges, and water quality in the coastal areas of the Central Springs East Coast planning area of Polk County, Florida. The objective is to provide data to the District for regional water supply planning and regulatory decisions, help understand saltwater intrusion, and support the 2025/2026 Central Springs East Coast regional water supply plan update. The model outputs will be used to develop strategies to address potential water quality problems due to lateral saltwater intrusion and vertical upconing. Respondents must have experience in density-dependent groundwater modeling, PEST calibration, and regional groundwater flow modeling in Florida. The estimated budget for this project is $350,000, and the District reserves the right to reject any and all submittals and to adjust the project budget.

The solicitation does not indicate any set-aside designations or restrictions on the types of organizations that can respond. There is no information provided on incumbent vendors or current contractors, and no details on existing infrastructure or technology that requires integration. The contract will be awarded to the top-ranked respondent following the District's evaluation and negotiation process.

Opportunity text

The objective is to develop a density-dependent numerical model of the Southern District to predict changes in groundwater levels, spring discharges, and water quality in the coastal areas of the Central Springs East Coast planning area (CSEC). These changes may result from increases in groundwater withdrawals, sea level rise, and other aspects of climate change.

The results from model simulations and predictions will:
• Provide data to the District for regional water supply planning and regulatory decisions in this region.
• Assist the District in better understanding the movement of the saltwater-freshwater interface, saltwater upconing, and potential water quality degradation over the planning horizon.
• Be used in the water resource assessment conducted for the Central Springs East Coast regional water supply plan update scheduled for 2025/2026. Specifically, model output will be displayed in the plan and the results will be incorporated into the groundwater availability determinations
• Be used to develop strategies to address potential water quality problems due to lateral saltwater intrusion and vertical upconing.
• Be used to assist in regulatory decisions as appropriate
