King County Department of Natural Resources and Parks Wastewater Treatment Division is requesting bids on rehabilitation of six dissolved air flotation thickener tanks and associated systems at the South Treatment Plant in Renton, Washington, under ITB KC001675, with bids due August 12, 2026. This is a federally funded project with mandatory diversity goals: 10% MBE and 6% WBE participation, plus a 15% minimum apprentice utilization requirement.
The scope encompasses modification and replacement of six DAFT mechanisms, piping, appurtenances, cover systems, access hatches, and electrical equipment, as well as modification of existing concrete tank walls for four DAFTs. Subcontracting opportunities are identified for truck drivers, concrete masons, painters, electricians (demo and startup/commissioning), and programming personnel. The project is partially funded by the U.S. Environmental Protection Agency through the Water Infrastructure Finance and Innovation Act (WIFIA) credit program, triggering compliance with Davis-Bacon Federal Wage Rates, Build America Buy America, and American Iron and Steel requirements.
The engineer's estimate is $29.958 million. A 5% bid guaranty and 100% performance and payment bonding are required. The contract is subject to prevailing wage requirements and the Master Community Workforce Agreement (MCWA), which mandates 27% of total apprentice labor hours and 18% of total journey-level labor hours from designated priority groups, with 20% preferred entry requirements for apprentice labor hours. Monthly reporting via the Diversity Compliance Management System (DCMS) and weekly payroll reporting are required.
A pre-bid conference is scheduled for July 14, 2026 at 10:00 a.m. via Microsoft Teams.
