About this opportunity

The Forsyth County Board of Commissioners is seeking qualified construction firms to perform comprehensive improvements to the South Storage Tank located at 3725 Old Atlanta Road. This procurement is an Invitation to Bid (ITB) for a water storage tank rehabilitation project with extensive technical requirements, including draining the tank, cleaning exterior surfaces, replacing liquid level indicators, adding safety features, and performing interior and exterior structural improvements. Key deliverables include installing a new interior ladder with fall protection, recoating access hatches, rehabilitating the concrete dome, and completely disinfecting the tank system. Bidders must hold a Georgia Utility Contractor's License and demonstrate experience with at least three prestressed concrete water storage tank projects completed within the past five years. The non-mandatory pre-bid meeting is scheduled for December 3, 2025, at 2:00 p.m. at the project site, with sealed electronic bids due by 2:00 p.m. on December 18, 2025, through the Euna Procurement portal. The project has a strict completion timeline, requiring all work to be finished within 90 calendar days from the Notice to Proceed, with a mandatory tank operational service deadline of March 31, 2026.

The contract requires bidders to provide a 5 percent bid bond and performance and payment bonds equal to the contract price. While no specific set-aside designations for disadvantaged enterprises are mentioned, the procurement emphasizes technical competence and prior project experience. Bidders must submit detailed project references, organizational charts, and lists of major subcontractors representing more than 5 percent of the bid value. An Owner Directed Allowance of $20,000 is included in the contract, and Forsyth County will be exempt from sales tax. The contract incorporates standard industry documents including EJCDC 2018 edition, AWWA standards for tank disinfection and painting, and SSPC surface preparation standards. Liquidated damages are structured at $2,000 per day for failing to achieve Substantial Completion within 90 days and an additional $2,000 per day for delays in final completion beyond 60 days after Substantial Completion. While a specific total contract value is not disclosed, the comprehensive nature of the tank improvements suggests a significant investment in infrastructure rehabilitation.
