About this opportunity

The South Dakota Department of Health (SDDOH), Office of Chronic Disease Prevention and Health Promotion, is seeking proposals for support of the South Dakota Heart Disease & Stroke Program through a comprehensive Cardiovascular Collaborative facilitation contract. The selected agency will provide strategic guidance and technical assistance to the Collaborative's Leadership Team, including facilitating in-person and virtual meetings, developing a new cardiovascular strategic plan for 2027 implementation, and supporting various workgroups. Key deliverables include creating up to four newsletters, participating in monthly meetings with the Heart Disease and Stroke Program Coordinator, and submitting monthly progress reports. The RFP requires offerors to demonstrate specialized expertise through at least three similar service contracts and provide client references. Evaluation criteria will focus on technical competence, available resources, past performance, project management techniques, and ability to handle project constraints. Critical dates include a February 6, 2026 deadline for offeror questions, February 13, 2026 for state responses, and a proposal submission deadline of February 27, 2026 at 5:00 PM CST, with an anticipated contract award on April 1, 2026.

The contract period runs from June 1, 2026 through May 31, 2027, with potential for up to four additional one-year renewal periods through May 31, 2031. While no specific set-aside designations are mentioned, offerors must submit detailed cost proposals including personnel allocations, salary, fringe benefits, supplies, travel, and other costs, with indirect costs not exceeding the federally approved rate of 6.3%. The RFP does not specify a total contract amount, instead requesting offerors to propose costs for the twelve-month period with potential future cost increases noted for renewal years. Proposing organizations must provide certifications regarding debarment status, non-discrimination in employment practices, and confirm they are not owned or controlled by foreign entities from specified countries or engaged in boycotts of Israeli entities. Proposals must be submitted electronically to Lacy Eaton, with the State reserving the right to reject any or all proposals and negotiate final terms with the highest-ranked offeror, potentially proceeding through successive ranked offerors if initial negotiations fail.
