About this opportunity

The South Dakota Department of Game, Fish and Parks is seeking qualified vendors to conduct aerial wildlife survey services specifically for elk populations in the Black Hills region during the period from January 1 to April 30, 2025. The Request for Proposal (RFP #24RFP11266) requires contractors to perform comprehensive aerial surveys using helicopters, with multiple pilots and observers to accurately count and assess elk populations. Proposed survey methodologies must adhere to specific protocols outlined in the RFP document, with an estimated requirement of 183-243 flight hours across multiple helicopters. Key deliverables include detailed survey data, population estimates, and comprehensive reporting of elk distribution and density. Potential vendors must submit their proposals electronically by September 20, 2024, with inquiries directed to Andrew Norton at andrew.norton@state.sd.us. The RFP requires detailed cost proposals itemizing expenses such as flight hours, ferry flight fees, fuel service vehicle costs, and crew expenses. Evaluation criteria will likely include technical capability, experience with wildlife surveys, proposed methodology, and overall cost-effectiveness.

The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged business enterprises. Contractors must demonstrate professional qualifications in aerial wildlife surveying, with particular expertise in elk population assessment techniques. The total contract value is not to exceed $275,000, providing a clear budget framework for potential bidders. While no incumbent vendors are mentioned, the comprehensive nature of the RFP suggests a competitive solicitation open to qualified wildlife survey professionals with helicopter resources and ecological surveying capabilities. Interested vendors should possess advanced geographic and wildlife monitoring skills, with specific experience in conducting aerial surveys in mountainous terrain typical of the Black Hills region. The anticipated contract award and negotiation period is scheduled for October 2, 2024, allowing selected vendors sufficient time to prepare for the January 2025 survey period.
