About this opportunity

The St. Johns River Water Management District (the District) is issuing an Invitation for Bid (IFB) for the South Central Region Fireline Disking project. The District owns and manages over 80,000 acres of conservation lands in four counties, and this project involves disking (disc harrowing) approximately 133 miles of designated firelines on these lands to maintain them for safe application and suppression of prescribed fires. The project aims to reintroduce and maintain fire within these natural systems, with the objective of protecting and improving the District's natural resources. Bidders must meet minimum qualifications, including having successfully completed at least two similar projects within the last three years and having at least three years of relevant experience. The District will award the contract to the lowest responsive, responsible bidder, and the work must be completed by June 30, 2023. The estimated budget for the project is $40,000, but the District reserves the right to increase, decrease, or delete any portion of the work.

The District is committed to providing opportunities for diversity in the award and performance of the contract. While the IFB does not specify any set-aside designations or restrictions on the types of organizations that can respond, the District may consider the bidder's financial, technical, and managerial capacity to perform the work. There is no information provided about any incumbent vendors or current contractors, and the IFB does not mention any existing infrastructure or technology that requires integration.

Opportunity text

The St Johns River Water Management District owns and manages over 80,000 acres of conservation lands within four counties comprising the District's South Central Region. The reason for purchasing these lands is for water resource protection, natural resource management and natural resource conservation. Protection and improvement of natural systems is a District core mission. To reintroduce and maintain fire within these systems, existing firelines must be maintained. Properly maintained firelines are vital to safe application of prescribed fire and assisting in combatting wildfires when they occur. Depending on the site, soil type, vegetation adjacent to firelines, and current conditions, adequate fireline preparation techniques. Tracked equipment may be more suitable in some areas due to the terrain. Some areas may be seasonally inaccessible due to water levels. Project manager will assist with directing work when conditions are accessible. The purpose of this Scope of Work is to maintain our firelines at a level that will provide for safe application and suppression of fire on District lands. This project calls for the disking (disc harrow) of all the designated firelines on the attached maps. A completed fireline will be disked, down to mineral soil, without skips, in a manner that will not incur future erosion and will be clear of all debris. If the contractor's equipment requires multiple passes over the same fireline to achieve this objective, it does not change the number of miles of billable work. A single pass is expected to meet the objective if appropriate equipment is utilized in an efficient manner.
