About this opportunity

Veterans Healthcare System of the Ozarks (VHSO), a facility of the Arkansas Veterans Healthcare System located in Fayetteville, is soliciting sources for replacement of perimeter security fencing and automation of eight gates at its main campus (1100 N. College Avenue, Washington County), with a sources-sought submission due September 30, 2026.

The scope is a turnkey perimeter fence replacement and gate-automation project across the VHSO Main Campus. The contractor must furnish all labor, materials, equipment, tools, supervision, and transportation; replace the existing perimeter fence and one gate; automate Gates #1 through #8; and deliver a complete, operational system. The period of performance is 365 calendar days from Notice to Proceed. The contractor must submit a Schedule of Values, Field Office Expenses, and a detailed Project Schedule (including Phasing Control Plan if applicable) within ten calendar days after NTP, with all submittals requiring Contracting Officer Representative (COR) written approval within 45 calendar days after NTP. A joint site survey by the contractor and COR shall precede job-site activities to identify differing site conditions.

Personnel must obtain site badges, provide negative TB tests and current influenza shots, and hold minimum OSHA 10 certification prior to beginning work. Work is conducted during regular business hours (0600–1700 hours, Monday–Friday) unless the COR approves extended hours in writing at no additional cost to the Government. The contractor is responsible for utility location services (including ground penetrating radar surveys at contractor expense), coordination with VA Police for site access, specialized-activity approvals (hot work, energized circuits, utility interruptions, noise-producing activities) with a minimum seven business-day advance written notice to the COR, and construction-debris disposal in compliance with Federal and State regulations.

The contractor must guarantee workmanship for one year after COR written acceptance and furnish a minimum one-year parts-and-labor warranty on all equipment, components, and materials, plus any manufacturer's warranty exceeding one year. Emergency service availability 24 hours per day with on-site response within two hours of notification is required. All contract records are Federal records subject to the Federal Records Act and NARA compliance.
