About this opportunity

Naval Facilities Engineering Systems Command Mid-Atlantic is conducting a Sources Sought survey and requesting information on a Project Labor Agreement for Design-Bid-Build project P271, E-130J Main Operating & Training Base at Marine Corps Air Station Cherry Point, North Carolina, with responses due August 28, 2026. This is a market survey for planning purposes only and does not constitute a formal solicitation or create an obligation to award.

The scope encompasses construction of operational and support facilities for the E-130J Main Operating Base and Fleet Replacement Squadron training campus, including an aircraft parking apron, aircraft access apron, taxiway, three-bay aircraft maintenance hangar, training building, Mobile Support Unit operational compound, aircraft maintenance and ground support equipment warehouse, and renovation of Building 244 for the Center for Naval Aviation Technical Training. The project also includes road widening along Roosevelt Avenue and access roads, utility upgrades (electric substation replacement, water, sewer, communications lines, and pump station).

The estimated construction cost exceeds $500 million with anticipated completion in the third quarter of 2033. The project will be procured under Design-Bid-Build delivery.

NAVFAC Mid-Atlantic is seeking responses from eligible small business firms, government entities, unions, and both union and non-union contractors regarding availability of specialized construction contractors, regional labor availability, contractor interest in participation under a Project Labor Agreement requirement, prior PLA experience on similar projects, and potential cost impacts of PLA requirements. The survey also requests comparisons between union and prevailing wage rates under the Construction Wage Rates Requirements statute.

Responses to the attached questionnaire must be submitted via email to Brittany Cristelli at brittany.n.cristelli.civ@us.navy.mil by 2:00 p.m. EST on August 28, 2026. The Government will not issue debriefings on survey results and will maintain all responses confidentially. Answering negatively to any question will not impact a contractor's ability to submit a proposal once the formal solicitation is issued.
