About this opportunity

The U.S. Army Corps of Engineers, Fort Worth District, is issuing a Sources Sought notice for construction of an 8,000 square-foot non-destructive testing facility at Red River Army Depot, Texas, with responses due November 13, 2026 at 2:00 p.m. Central Daylight Time. This is an Other Transaction Authority (OTA) procurement operating outside the Federal Acquisition Regulation; the bilateral OT agreement is the governing contract, and the government is seeking industry input on whether an OTA or traditional FAR-based approach is most appropriate.

The facility will consolidate and expand NDT capabilities including radiation-shielded x-ray equipment at full operational potential, ultrasonic, dye penetrant, magnetic particle inspection, and laser scanning operations for evaluating tactical vehicles, combat vehicles, and components. The existing x-ray facility will be demolished. The government is at 65% design completion and is willing to revert to 35% design maturity to enable collaborative design development; the existing architect-engineer may be retained to partner with the selected awardee rather than allowing the contractor to choose its own designer.

The Construction Cost Limitation is $8,175,103; the Total Programmed Amount is $8,100,000 with a Target Price Range of $8,000,000 to $8,500,000, covering all design services and construction excluding Government-Furnished Equipment. Construction is anticipated to take approximately 540 calendar days following Notice to Proceed. The government is soliciting feedback on acquisition strategy preferences (Progressive Design-Build, Design-Build to Budget, or Construction Management at Risk), innovative methodologies including modular prefabrication and 3D printing, and barriers to fixed pricing following 2–3 months of collaborative design refinement.

The project location within the Red River Army Depot cantonment requires background checks for all personnel. Existing soil conditions typically necessitate additional pier support or over-excavation. A virtual Industry Day will discuss the OTA collaborative model and project delivery mechanics. Technical questions are due November 6, 2026. Formal Phase 1 award is targeted for August 2027, with solicitation release planned for January 2027 and proposals due in February 2027.

236220 - Commercial and Institutional Building Construction. Construct an 8,000 SF Drive-through Depot Maintenance Shop for the non-destructive testing (NDT) of tactical vehicles, combat vehicles, and vehicle components. NDT is required to evaluate the integrity of welds, internal defects, structural capability, and condition of asset materials. The facility will include radiation protective shielding to allow for the existing x-ray equipment to be safely utilized at full potential and permit upgrades and improvements to the industrial x-ray system. The building will also facilitate the consolidation, expanded capability, as well as training for other NDT equipment including ultrasonic, dye penetrant, magnetic particle inspection, and laser scanning operations. The existing x-ray facility will be demolished.
