About this opportunity

Mountain Home Air Force Base (MHAFB) in Idaho is soliciting design-build construction services to replace an existing chiller and install a buffer tank at Building 840, with responses due May 6, 2026. This is a Total Small Business Set-Aside restricted to plumbing, heating, and air-conditioning contractors under NAICS code 238220.

The scope includes disconnecting and removing an existing 90-ton Trane chiller; disposing of waste materials in accordance with environmental regulations; preparing a concrete pad; and installing a new 90-ton Daikin Model AGZ006F chiller (or equivalent) with R-32 refrigerant capacity control. Work also encompasses pouring a new reinforced concrete pad for a new 500-gallon American Wheatley (or equivalent) carbon steel buffer tank, and installing all required valves, strainers, flow switches, instrumentation, and piping with proper insulation and jacketing. All work must comply with Department of Defense Unified Facility Criteria (UFC), the International Building Code (IBC), International Mechanical Code (IMC), International Plumbing Code (IPC), International Energy Conservation Code (IECC), National Electrical Code (NEC), and National Fire Protection Association (NFPA) standards.

The period of performance is 90 calendar days from the Notice to Proceed, with construction work restricted to 7:00 a.m. to 5:00 p.m., Monday through Friday, unless otherwise authorized by the Contracting Officer. The awardee must integrate the new chiller with the Building Automation System via BACnet protocol and coordinate with base HVAC personnel. Personnel require pre-construction security clearance via Security Forces Squadron Form 30, obtained a minimum of two weeks prior to work commencement, and must possess Real ID-compliant identification for Visitor Control Center access. The contractor is responsible for obtaining all required permits from MHAFB, federal, state, and local agencies, and for managing hazardous materials per the base Environmental Protection Plan. A one-year warranty from final acceptance is required, with the contractor bearing remediation costs for defects or failures.
