About this opportunity
The Department of Veterans Affairs Network Contracting Office is conducting market research through a Sources Sought Notice for design-build construction of a new energy center at the Garland VA Medical Center in Garland, Texas, with responses due June 5, 2026 at 10:00 a.m. Central Time. This is market research only; no contract will be awarded from this notice, and a separate pre-solicitation announcement will be issued on SAM.gov if the Government elects to proceed.
The scope encompasses design and construction of a single-story, stand-alone energy center housing mechanical, electrical, steam, chilled water, fuel oil, bulk oxygen, and standby power generation components to replace the facility's outdated boiler and utility systems. The project includes a new walkable underground utility tunnel connecting the energy center to the main hospital. The energy center will support all existing hospital buildings and a VA-owned outpatient building at 900 Shiloh Road.
The estimated project magnitude is $50 million to $100 million. The estimated design phase is 482 calendar days and the construction period is 1,060 calendar days, for a total project lifecycle of approximately 1,542 calendar days. Place of performance is 2300 Marie Curie Boulevard, Garland, Texas 75042, and 900 Shiloh, Garland, Texas.
The VA imposes a hard past-performance threshold: all respondents, regardless of business size classification (Small Business, Large Business, 8(a), SDVOSB, HUBZone, WOSB, etc.), must demonstrate at least one completed project within the last five years valued at no less than $65 million. Projects under $65 million will not be reviewed as relevant or acceptable.
Responses are limited to ten pages maximum and must include contact information, business size classification, capabilities statement with bonding capacity documentation, estimated total project time in calendar days, identification of material or equipment constraints related to Buy American requirements, and detailed past performance information for up to three projects meeting the $65 million minimum. Submit electronically to Horacio Fernandez, Senior Contract Specialist, at horacio.fernandez@va.gov. No set-asides apply to this notice.
