About this opportunity

The City of Atlanta's Department of Public Works (DPW) and Department of Watershed Management (DWM) are seeking qualified vendors to provide municipal solid waste (MSW) disposal services through a two-phase procurement process. The solicitation covers disposal of municipal solid waste generated by the City's DPW and disposal of landfill waste from water treatment plants, water reclamation centers, water quality control facilities, and combined sewer control facilities. Respondents must submit qualifications electronically via the City of Atlanta's Supplier Portal by December 16, 2025, at 2:00 PM ET, with Phase I evaluation focusing on four key areas: previous experience (20%), past performance (20%), references (15%), and implementation approach (45%). Evaluation criteria require firms to demonstrate at least seven years of billing experience for large-scale municipalities, provide at least three dedicated staff for implementation, and submit comprehensive documentation including insurance broker letters, financial attestation, and project references. A pre-solicitation conference was already held on November 18, 2025, and Phase II bid invitations will be issued to qualified respondents on January 12, 2026, with final bids due January 19, 2026.

The procurement includes specific participation goals for minority and women-owned businesses, with requirements of 25% Minority Business Enterprise (MBE) and 10% Female Business Enterprise (FBE) participation. Firms must either meet these goals or demonstrate good faith efforts to achieve them during Phase II of the procurement. The resulting contract will have an initial one-year term with options to renew for additional one-year periods, and the City reserves the right to modify the scope, volume, or service types without formal amendment. The City will shortlist a minimum of three and maximum of five Phase I respondents to advance to the pricing evaluation stage, with the contract becoming binding only after execution by both parties and submission of all required insurance, bonding, and certifications. While specific contract value ranges were not explicitly stated, the comprehensive nature of the waste disposal services and the multi-year potential suggests a significant municipal procurement opportunity for qualified waste management contractors.
