About this opportunity
Burke County, Georgia is soliciting sealed proposals for Solid Waste Transfer and Disposal Services through a formal Request for Proposals (RFP) process, with proposals due by January 7, 2026, at 2:00 P.M. The County seeks qualified service providers to transport and dispose of solid waste generated at its transfer station located on Landfill Road east of Waynesboro, which currently processes an average of 62 tons per day consisting of 65% Municipal Solid Waste (MSW) and 35% Construction and Demolition (C&D) waste. Bidders must demonstrate a minimum of three years of experience with similar transfer and disposal contracts, supported by three or more county references, and must provide their own trucks and trailers with sufficient capacity to handle average daily volumes plus operational spikes, ensuring no waste remains on the tipping floor overnight. The County will award a single contract within 30 days of the proposal deadline, with an initial five-year term and automatic renewal for an additional five-year period unless either party provides 120 days' notice of non-renewal. Evaluation criteria weight contractor experience at 30%, responsiveness track record at 15%, innovative service ideas at 15%, and cost proposal at 40%; contractors must maintain comprehensive insurance coverage including $5,000,000 in general liability, $5,000,000 in automobile liability, and $10,000,000 in excess umbrella coverage. All fees must remain firm for the first 12 months, with subsequent annual adjustments based on the Consumer Price Index for water, sewer, and trash collection, and monthly invoices will be submitted in arrears with payment due within 20 days.
The RFP does not specify any set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organization types in the available documentation. No incumbent vendors or current contractors are identified in the procurement materials. The current transportation rate to Richmond County Landfill is $300 per load with disposal fees of $31 per ton, providing baseline cost reference points for proposal evaluation, though specific award value ranges or budget ceilings are not disclosed in the RFP summary. Potential bidders with questions or requests for clarification should submit inquiries in writing electronically to Merv Waldrop, Burke County Manager, at merv.waldrop@burkecounty-ga.gov, with the County emphasizing that service providers must seek clarification as early as possible prior to the proposal opening.
