About this opportunity

McDuffie County Board of Commissioners is seeking a qualified vendor for solid waste transportation and disposal services through Request for Proposals (RFP 2025-11-005). The procurement covers hauling and disposing of municipal solid waste from the McDuffie County Transfer Station, with the vendor required to handle approximately 16,576.84 tons of waste annually. Key service requirements include maintaining a minimum of four 53-foot on-site trailers, having six to eight total trailers with two always empty, and transporting waste to a Georgia EPD-permitted landfill. The contractor must operate during specific hours (Monday-Friday, 7:30 a.m.-5:00 p.m.; Saturday, 8:00 a.m.-12:00 p.m.) and provide backup equipment to ensure no service interruptions exceed one working day. Proposals are due January 9, 2026, at 3:00 p.m. to the McDuffie County Finance Department, with questions accepted until 5:00 p.m. on December 19, 2025. Evaluation criteria will include contractor experience, proposed cost, and ability to meet service requirements, with the county reserving the right to award based on overall best value.

The procurement does not specify any set-aside programs or restrictions for disadvantaged enterprises. Vendors must provide documentation including proof of experience with similar government contracts in Georgia, references, insurance certificates with $1,000,000 liability coverage, a performance bond, necessary licenses and permits, E-Verify documentation, and a Drug Free Workplace Certificate. The contract will be for a three-year term with options to renew annually for up to two additional years, contingent upon fund appropriation. While no specific budget range is provided, vendors must submit a cost per ton for transportation and disposal, including potential escalators. The county has a unique local preference provision allowing a McDuffie County business license holder to win the contract if their bid does not exceed the lowest bid by more than 4 percent. Payment will be processed via ACH within 20 days or by paper check within 30 days upon invoice submission, with the contract anticipated to begin April 1, 2026.
