About this opportunity

The City of Brunswick, Georgia is soliciting sealed technical and fee proposals for citywide solid waste collection and recycling under an RFP, with written questions due October 26, 2026 and proposals due by 5:00 p.m. EST on November 18, 2026. The RFP carries no set-aside or preference program, and the City anticipates a single award while reserving the right to make multiple awards if in its interest.

Scope covers six tasks: residential garbage collection, single-stream recyclables collection, yard trimmings collection, bulky waste pickup, optional drop-off centers, and special solid waste collection for community events. Current volumes include approximately 6,000 residential carts, 400 commercial carts, 4,800 yard waste addresses, 2,400 recycling carts, 400 tons of illegal dump pickups monthly, and 100 unscheduled pickups. Recyclables, including aluminum cans, steel cans, plastics coded 1–7, and paper products, must be collected biweekly in contractor-provided, 95-gallon, color-differentiated carts. The contractor must weigh and report recyclables monthly within ten days and retain weight tickets for five years. Materials must go to approved facilities compliant with federal, state, and local regulations. The awardee must accept the transition from Republic Services without hindrance. Optional services include additional carts, weekly yard trash pickup, free back-door service for medically certified disabled subscribers, and subscription recycling collection at contractor expense.

Required insurance includes comprehensive general liability minimums of $500,000 bodily injury and $250,000 property damage per occurrence, plus $1,000,000 automobile liability and umbrella coverage. Liquidated damages apply at $25 to $50 per missed collection occurrence and $5,000 for the first improper disposal occurrence, escalating by $1,000 per subsequent occurrence, with termination on the fifth.

Pricing must be all-inclusive. The City bills customers directly and pays the contractor monthly. The initial term runs three years, from April 4, 2027 through April 5, 2030, with two one-year automatic renewals through April 5, 2032 unless the Board of Commissioners votes to terminate. Public opening occurs November 20, 2026 at 2:00 p.m., and contract award is projected within 60 days of opening.
