About this opportunity

Brazos River Authority is requesting bids on solid waste collection and disposal services at Possum Kingdom Lake under RFB 27-1404, with sealed bids due November 10, 2026 at 10:00 a.m. and a mandatory pre-bid meeting on October 28. The contractor must self-perform 100 percent of services without subcontractors, brokers, or independent haulers, except for wholly owned subsidiaries under common ownership — a core scope constraint that eliminates outsourcing models.

The scope covers weekly collection of approximately 39 containers supporting BRA operational sites within Possum Kingdom Lake boundaries: 3, 6, and 8-cubic-yard dumpsters collected weekly; 40-cubic-yard roll-offs with approximately 45 annual pulls; and 40-cubic-yard compactor containers with approximately 5 annual pulls. Collection occurs Mondays between 6:00 a.m. and 6:00 p.m., with additional collections before and after Memorial Day, Independence Day, and Labor Day weekends. All vehicles must be clearly marked and comply with TXDOT, TCEQ, and TAC Chapter 330 standards for municipal solid waste transportation and disposal at TCEQ-permitted sanitary landfills or transfer facilities.

The contract term is one year with up to four one-year renewal options, for a potential five-year total. Pricing must be submitted monthly with annual bid totals for each container type and pull service. The BRA is exempt from Texas Sales Tax and Use Tax; respondents must exclude such taxes from bids. Awards go to the lowest responsible bidder based solely on bid-document criteria. Required submittals include company history and qualifications, references, litigation history, proof of insurance (General Liability $1 million per occurrence / $2 million aggregate, Workers' Compensation at statutory levels, Automobile Liability $1 million, Employers' Liability $1 million, and Pollution Liability $1 million), completed W-9 forms, Conflict of Interest Questionnaire, Non-Collusion Affidavit, and Vendor Compliance to State Law form. The contractor must register with myCOItracking.com and provide compliant insurance documentation before work commences. Questions are due by 4:00 p.m. on November 3, 2026. The BRA reserves the right to reject any or all bids and to modify routes or container quantities at its discretion.
