About this opportunity

The City of Chesapeake is soliciting bids on an Indefinite Delivery / Indefinite Quantity contract for solid fill debris disposal services, with bids due October 7, 2026 at 3:00 p.m. and bid opening scheduled for October 8 at 1:00 p.m. via Zoom. The City generates approximately 100,000+ cubic yards of solid fill annually and will be responsible for loading trucks.

The solicitation encompasses four lots: Lot 1 covers contractor-operated vehicle and trailer disposal services; Lot 2 addresses City-loaded vehicles delivered to dump sites; Lot 3 involves miscellaneous equipment including street sweepers and vac-trucks for sanitary sewer grit disposal; and Lot 4 includes miscellaneous items and services such as petroleum-contaminated sludge disposal, tire disposal, and roll-off container rental. Debris types include rocks, stumps, limbs, brush, sand, asphalt, dirt, concrete, mud, clay, demolition debris, and mixed loads. All dump sites must be located within five miles of the Chesapeake city limits unless prior approval is granted.

Pricing must be quoted per cubic yard or ton for full loads and shall include transportation and disposal costs. Unit prices remain constant throughout the contract term except as specified in special terms and conditions. Price escalation is not authorized during the initial two-year contract term but may be permitted at renewal based on the CPI-U index with 90 days' advance notice. Four one-year renewal options are available upon mutual written agreement.

Contractors must maintain $1,000,000 commercial general liability and $1,000,000 automobile liability insurance, assume responsibility for overload citations, provide dump site locations, certify compliance with immigration laws, disclose any litigation or criminal history, and maintain valid Virginia business authorization. E-Verify compliance is required if the contractor employs more than an average of 50 employees. The City reserves the right to make multiple awards to the lowest responsive and responsible bidders. Questions are due September 30, 2026 at 12:00 p.m. All bids must be submitted electronically through the City's OpenGov E-Procurement portal.
