About this opportunity

The City of Seattle is seeking bids to establish a pool of qualified vendors for solid and liquid waste disposal services on an as-needed basis, with sealed bids due November 23, 2026, at 10:00 a.m. and a pre-bid conference on October 27, 2026, at 9:00 a.m. via Microsoft Teams.

The scope encompasses receiving, sorting, treating, beneficially reusing, or disposing of nonhazardous waste streams including street maintenance debris, hydroexcavation waste, contaminated rubble, soils, organics, treated wood, sewer solids, oily water, and drinking water treatment residuals. Services may include container rental, transportation, and facility operations. Work is performed across Seattle and statewide project locations. Vendors must obtain a Seattle Business License and Washington State business license, maintain all required environmental and safety permits, comply with prevailing wage requirements under RCW 39.12 and Davis-Bacon Act provisions if federal funding applies, and meet paid sick time ordinances.

The average annual usage across current contracts is $3.05 million, with typical orders averaging $6,000 and some reaching $20,000. The resulting contracts will carry a five-year term with one optional two-year extension at the City's discretion. Multiple awards will be made to establish a vendor pool; there are no guaranteed utilization amounts or minimum order volumes. The City of Seattle will replace existing contracts with Waste Management (contract 3700) and Ventilation Power Cleaning (contract 3758) from 2017. Primary users include Seattle Public Utilities, Seattle Department of Transportation, and Seattle City Light, though any City department may use resulting contracts.

Vendors must maintain comprehensive insurance including commercial general liability at $1,000,000 per occurrence / $2,000,000 aggregate, business automobile liability at $1,000,000 combined single limit, and umbrella/excess liability at $2,000,000, with the City named as additional insured. Additional pollution liability or garage keeper's coverage may apply depending on services. Bid pricing must be unit-cost based and inclusive of labor, equipment, handling, transportation, and processing. A 90-day trial period applies; failure to perform during trial may result in immediate termination. Questions are due November 6, 2026, at 5:00 p.m.

The City has previously held contracts for Solid and Liquid Waste Disposal for several years. The current contracts are with Waste Management (contract 3700) and Ventilation Power Cleaning (contract 3758), which resulted from ITB SPU-3700 in 2017. The City intends to close these contracts when new contracts are established by this solicitation. Average annual usage is $3,050,000 for both contracts combined. The average orders are $6,000 with some orders as high as $20,000.
