About this opportunity

The State University of New York (SUNY) is issuing a Solicitation of Interest (SOI) for AI advising platform providers to develop and deploy an AI-based advising solution across its 64-campus system. The procurement seeks a comprehensive AI platform capable of providing personalized, 24/7 academic and career guidance to students, with specific requirements including integration with campus student information systems and degree planning tools. The platform must address student queries about course requirements, academic supports, financial aid, transfer opportunities, and career services, with the ultimate goal of improving student outcomes such as time to degree completion, retention, and graduation rates. Interested vendors must submit a five-page letter of interest via email to AIAdvising@suny.edu by Monday, September 15, 2025, at 4:00 pm Eastern Standard Time. The AI advising platform must meet stringent requirements, including scalability, personalization, compliance with New York State technology laws, data privacy regulations, and SUNY policies. Evaluation will focus on the platform's ability to provide immediate advising responses, improve academic decision-making, and generate meaningful data insights for campus administrators.

The SOI does not specify specific set-aside designations or restrictions on responding organizations. The procurement appears open to technology vendors with AI advising platform capabilities, with a strong emphasis on data privacy, system security, and sustainable operational resources. No incumbent vendors are mentioned, and the document explicitly states that this is not a guarantee of funding or a procurement opportunity, but rather a solicitation to understand potential AI advising platform capabilities. While no specific budget range is provided, the scope suggests a significant system-wide implementation across 64 SUNY campuses, potentially involving a substantial investment in AI technology. The platform must demonstrate key capabilities such as client data separation, human oversight, and a commitment that SUNY data will not be used beyond the specified services. Vendors will need to showcase their ability to create a closed-system AI platform that maintains strict control over internal data access and usage to safeguard sensitive student information.

Opportunity text

This Solicitation of Interest (SOI) seeks to help SUNY understand the capabilities of closed system AI advising platforms maintaining strict control over internal data access and usage to safeguard sensitive information for higher education and to identify organizations with AI advising platforms who may be interested in working with SUNY to develop and deploy an AI-based advising solution across the SUNY System. SUNY is launching an AI-based advising pilot during the 2025-26 academic year, which will inform future efforts to scale one or more AI-based advising platforms, in collaboration with faculty and campus administrators, System-wide. The AI advising platform will offer personalized, real-time academic and career guidance to students. It must be accessible on a 24X7 basis and offer scalable, barrier-free assistance to help students achieve their educational goals.

At implementation, the AI advising platform will integrate with campus student information systems, degree planning tools, and any other technology solutions the campus may want to leverage to support academic advising. The AI-based advising platform will be trained and deployed to answer student questions including but not limited to about:

  • courses needed for their current or intended program of study,
  • access to tutoring and other academic supports,
  • how to access financial aid information/complete the FAFSA,
  • access to basic needs and other non-academic supports,
  • transfer opportunities,
  • career services, and
  • other questions that have a direct relationship to on-time completion and post-completion positive outcomes (e.g., wages).

Other use cases may also be enabled based on individual campus goals and initiatives.
