About this opportunity

Hillsborough County is pursuing a sole source procurement for the Positive Coaching Alliance (PCA) Contract through a special procurement process under Section 3-208(1)(d) of the County's Procurement Revised Policy. The contract involves comprehensive youth development services, specifically focusing on coaching, training, and professional development for after-school children's programs within county recreation centers. The procurement aims to continue an existing partnership with PCA to deliver character development programming through periodic visits and staff training interventions. The contract period is set for three years, from October 1, 2025, through September 30, 2028, with the county reserving rights to extend the timeframe and adjust service scope as needed. Potential vendors who believe they can provide substantially similar services may submit challenges to the intended award through the EUNA Procurement platform by October 24, 2025. The PCA will provide professional training, character development lessons, and positive coaching techniques across select recreation centers, with a comprehensive approach to youth engagement and staff development.

The procurement appears to be unrestricted in terms of vendor qualifications, with an open challenge process for potential alternative contractors. The total contract value is $240,000, structured as $80,000 annually, paid in four quarterly installments of $20,000 per contract year. No specific set-aside designations for disadvantaged businesses are explicitly mentioned in the documentation. The incumbent vendor, Positive Coaching Alliance, has an established relationship with Hillsborough County Parks & Recreation Department, suggesting a history of successful program implementation. Payments will be processed through a designated P.O. Box in Pasadena, California, indicating the vendor's administrative infrastructure. The county maintains flexibility in the contract, with potential for scope adjustments and time period extensions based on changing programmatic requirements. The procurement process allows for competitive challenges, demonstrating a commitment to ensuring the most appropriate service provider for youth development programming.
