These machines are certified by the New York State Board of Elections and designed to meet Help America Vote Act (HAVA) requirements, featuring physical security features like locking panels and security seals, and digital security measures including data encryption and digital signatures. The opportunity is specifically targeted at non-profit agencies that can demonstrate capability in providing voting machine maintenance services, with no explicit set-aside designations for disadvantaged enterprises mentioned. ES&S is positioned as the sole vendor due to being the exclusive manufacturer and licensor of these specific voting machines, which requires specialized maintenance by technicians trained in their proprietary systems. The total estimated contract value is $82,341.75, with funding contingent upon adoption of the County of Rockland's 2023 Annual Budget. Maintenance services will include comprehensive activities such as cleaning, inspection, and repair to ensure voting system operational readiness for each election. ES&S technicians will follow strict maintenance checklists developed from intimate product knowledge, ensuring compliance with New York State laws and regulations. The County retains sole discretion in determining whether to compete the proposed contract, emphasizing the potential for a direct award to ES&S based on their unique technological and service capabilities.
