About this opportunity

The City of North Miami Beach Library Department is pursuing a sole source procurement for the Patron Point Platform Software from Spring Share, a digital marketing automation platform designed to enhance library service delivery. This non-competitive procurement seeks a software solution that enables library users to find resources digitally, access 24/7 customer support, maximize service utilization, and provide comprehensive analytics. The contract will be a non-exclusive, non-transferable software license effective from December 1, 2025, through November 30, 2026, with potential extension by mutual agreement. Interested vendors must submit written responses demonstrating capability to meet or exceed requirements by November 21, 2025, at 2:00 PM EDT, sending submissions to bids@citynmb.com. The platform specifically requires integration with the KOHA Integrated Library System (ILS) and offers unique features including SMS module integration, automated Reader Recommendation Service, and identity verification solutions. Key deliverables include Patron Point subscription services and Patron Sync technology covering 30,000 email addresses and one service instance.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. Spring Share is positioned as the exclusive global provider of the Patron Point platform, justifying its sole source status through proprietary integration capabilities. The anticipated contract value is $7,000.00, comprising a $2,000.00 one-time setup fee and an $8,000.00 annual subscription ($6,000.00 for Patron Point and $1,000.00 for Patron Sync services). The contract includes provisions for data ownership, with the Licensee retaining full ownership of submitted customer data and Spring Share obligated to provide data in XML format within 30 days of termination. Termination can occur with 30 days written notice from either party, subject to pro-rated refund provisions, and the agreement will be governed by Florida law. The contract is anticipated to be executed as of October 10, 2025, with full implementation expected by the December 1, 2025 start date.
