About this opportunity
The Oregon Health Authority's Public Health Division is awarding a sole-source contract to GreenWater Laboratories (operating as CyanoHoldings, LLC) for cyanotoxin analyses on fish tissue and water matrices under the Healthy Fish Consumption Program, with a protest deadline of June 19, 2026 — seven calendar days from the June 11 posting on OregonBuys.
This is a non-competitive procurement. GreenWater Laboratories at 205 Zeagler Drive, Suite 302, Palatka, Florida is the only known private laboratory capable of performing Total Adda Microcystins and Nodularins analysis on fish tissue using the MMPB method, as documented in peer-reviewed literature (Brown et al. 2018; Foss et al. 2018, 2017). The determination cites significant analytical barriers — matrix interference, low detection limits, and validated extraction procedures — that are not commonly available in the private laboratory sector, justifying sole-source procurement under ORS 279B.075 and OHA OAR 137-047-0275.
The contract is estimated at $10,000 per year and covers the 2025–2027 biennium, with the agency reserving the right to purchase additional testing, goods, services, or training for up to five years from the notice date. GreenWater Laboratories commits to fixed per-unit pricing through December 31, 2027, a maximum turnaround time of 25 days from sample receipt to results delivery, and full quality assurance and quality control compliance including lab duplicates, matrix spike/matrix spike duplicates, lab control samples, and method blanks at a rate of one per batch. The sole-source determination was approved June 11, 2026 by Designated Procurement Officer Kirk N. Rhoades.
