About this opportunity

The Alabama Department of Youth Services is establishing a sole-source Master Agreement with Henry Schein under the MMCAP cooperative-purchasing vehicle for over-the-counter medications, equipment, accessories, and supplies serving three campuses, with responses due October 9, 2026. This is a sole-source procurement, foreclosing competitive bidding.

The agreement covers Mt. Meigs Campus (Montgomery), Vacca Campus (Birmingham), and Autauga Campus (Prattville) for the fiscal year October 1, 2026 through September 30, 2027. The contract may be renewed annually by written agreement up to a maximum total cost of $25,000 or five years from the effective date, whichever occurs first.

Suppliers must register in Alabama Buys and submit responses electronically through that platform. All inquiries must be submitted online through the Supplier Portal. Mandatory certifications include non-collusion declarations and E-Verify enrollment for suppliers employing workers in Alabama. Suppliers must verify sales tax registration and collection compliance and accept multiple forms of electronic payment—state-issued credit cards, P-cards, and EFT transfers—at no additional cost to the State. The State reserves the right to conduct cost realism and price reasonableness analyses. Price escalations not exceeding five percent of annual contract costs are permissible if justified by material, labor, or component cost increases supported by manufacturer documentation or industry-specific price indices. Debarment and suspension certifications are required. Foreign corporations must register with the Alabama Secretary of State if applicable. Contracts exceeding $25,000 require disclosure statements. All contracts are governed by Alabama state law with venue in Montgomery; the State is exempt from sales tax and does not indemnify suppliers.
