Sole Source - Microfilm and Digital Microfilm of past issues of Salem Statesman Journal

Marion County and the City of Salem, Oregon are pursuing a sole source procurement for microfilm and digital microfilm of past issues of the Salem Statesman Journal newspaper. The contract will be awarded directly to ProQuest LLC for comprehensive historical newspaper documentation services. The total procurement value is $5,032.81, with an anticipated award date of August 30, 2021. The procurement process includes a specific protest mechanism that requires written submissions to the City Manager's office within seven days of the first public notice, accompanied by a $500 certified or cashier's check. Potential protesters must provide detailed legal and factual grounds, supporting evidence, a description of potential harm, and specific relief requested.

The procurement appears to be a direct sole source contract without competitive bidding, which limits participation to the identified vendor, ProQuest LLC. No specific set-aside designations for disadvantaged businesses or alternative vendors are mentioned in the documentation. The contract seems focused on digitization and preservation of historical newspaper records, suggesting potential integration with existing archival or digital preservation systems. While the exact technical specifications are not fully detailed, the procurement indicates a need for high-quality microfilm conversion and digital archival services. The total contract value of $5,032.81 represents a relatively modest investment in historical document preservation, indicating a targeted, specific scope of work for the selected vendor.
