About this opportunity
The Maryland Department of Human Services, Office of Technology for Human Services (OTHS), is requesting proposals for SolarWinds Observability and Database Performance software subscription conversion and renewal under PORFP OTHS-OTHS-27-001-C, with proposals due March 23, 2026 at 2:00 PM EST. This is a Small Business Reserve (SBR) secondary competition restricted to Master Contractors currently awarded under the Maryland COTS Software Master Contract (BPO #060B2490021) and certified in the Maryland SBR Program — only eligible bidders may submit.
To be deemed responsive, bidders must hold current authorization as SolarWinds resellers and submit a current Letter of Authorization from the manufacturer or distributor. The scope covers subscription renewal of SolarWinds Database Performance Analyzer (monitoring SQL Server, MySQL, Oracle SE, and PostgreSQL instances) and Storage Resource Monitor SRM150 (up to 150 disks), with a one-year subscription term from August 1, 2026 to August 1, 2027. The software enables the agency to monitor network circuit status, health, and bandwidth consumption to support rapid response to site outages. Software delivery is due August 1, 2026, and performance of services occurs at DHS, 25 South Charles Street, Baltimore, Maryland 21201.
Evaluation will be primarily price-driven. Bidders must provide pricing valid for at least 90 days following the due date, include manufacturer suggested retail price screenshots, furnish estimated ship dates and lead times, and provide all software licensing agreements and end-user license agreements. Annual pricing items will be billed on the anniversary date of the first invoice; one-time items within 30 days of acceptance. Questions are due March 17, 2026 at 2:00 PM EST. Early termination of subscriptions is permitted with 90 days' written notice but includes a 20% penalty on remaining fees.
