About this opportunity

Montgomery County, Pennsylvania's Office of Sustainability is soliciting proposals for solar design, permitting, construction, interconnection, and maintenance services at the Eagleville Campus, with proposals due October 14, 2026. The project targets 95% of campus electricity needs (estimated annual usage of 6,800 MWh) through commercial-scale photovoltaic systems at ground and rooftop locations identified or to be assessed by the respondent.

Respondents must demonstrate experience completing at least five similar projects with successful PECO interconnection agreements and provide three references. The scope spans structural and geotechnical assessment, full permitting and approvals, equipment sourcing, installation oversight, system commissioning, and Permission to Operate. Preliminary designs must use solar industry standard models such as Helioscope, include estimated project timelines with critical path milestones from design through closeout, and document organizational capacity and key personnel qualifications.

The County anticipates approximately $160,000 in remaining grant funding subject to grant terms and existing consultant agreements, though the entire balance is not guaranteed to be expended. Cost proposals must provide turnkey system costs in dollars per watt (exclusive of Federal Investment Tax Credits or Direct Pay under the Inflation Reduction Act), Power Purchase Agreement rates per kilowatt-hour with 25-year cash flow estimates using a $0.098/kWh baseline in 2028 (with 3% escalation for six years, then 2% thereafter), and multiple PPA scenarios including terms, buyout options, SREC ownership, performance guarantees, and early termination provisions. All equipment should meet Build America Buy America requirements where providing best value. Respondents must support applications for Federal tax credits, PennAEPs registration, PECO rebates, and other incentive programs. Award will be made on a best-value basis considering price and non-price factors. Technical and Cost Proposals must be submitted separately through the Euna/Bonfire portal, accompanied by a current W9 and completed Appendix A. Responses must remain firm for 60 days from submission. The County coordinates with an existing federally funded professional engineering consultant and reserves the right to reject all proposals or modify the RFP.
